Make your plans now to join us for the 104th annual meeting of the Texas State Historical Association at the Renaissance Hotel in Austin. This year's program, assembled by Jacquelyn McElhaney and her able committee, reflects many of the exciting developments that have occurred in Texas history during the past year. There will be Sessions on La Salle's ill-fated colony, the Enrique de la Peña memoir of the battle of the Alamo and the Texas Revolution, the Texas Rangers, black cowboys, the war with Mexico, and continuing interest in Texas politics: John Nance Garner, Lyndon B. Johnson, and others. What was Texas like in A.D.1000? What will it be like during the 21st century? Round-tables on Afro-Texan and Tejana history attempt to look toward the future, as do programs on preservation of the documentary record, both paper and electronic.
We will toast 1999 TSHA President Norman D. Brown of the University of Texas at Austin and in-coming President Al Lowman with a gala reception at the Lady Bird Johnson Wildflower Center in south Austin on Thursday evening, March 2. Co-sponsors of the reception are the Department of History at the University of Texas at Austin, the Lady Bird Johnson Wildflower Center, Texas A&M University Press, and the Texas A&M University Department of History.
Robert M. Utley of Georgetown will speak at the Awards Luncheon on Friday. His topic is "The Texas Rangers: A Newcomer Looks at an Old Subject." Other speakers include Brown, who will deliver his presidential address Friday evening on "Garnering Votes for 'Cactus Jack': John Nance Garner, Franklin D. Roosevelt, and the 1932 Democratic Nomination for President," and Judith N. McArthur of the University of Houston. Victoria, who will speak at the Women & Texas History Luncheon.
I would especially like to call your attention to the Fellows. Luncheon at noon on Saturday. Everyone is invited to be present as new Fellows of the Association are inducted. Fellow Light Cummins of Austin College will share some of his on-going research on "Early Collegiate Education in the Republic and Ante Bellum Texas."
I would also like to call your attention to several changes this year: The very successful Silent Auction has grown so large that it is hard to administer with our small staff, so this year the Silent Auction will conclude at 6:00 P.M. on Friday. You may come by on Saturday morning to pick up your purchases and check out.
Finally, I would also like to call your attention to a proposed By-Laws Amendment, suggested by the Fellows Committee last year. The amendment will be voted on at the annual business meeting at 1:30 P.M. on Friday.
Come help us usher in the year 2000. It will be a great meeting.

Business Meeting of the Texas State Historical
Association The following amendment to the by-laws of the TSHA has been proposed. The vote will take place during the business meeting.
The current by-laws (Article V) state that:
A person of any classification of membership who has demonstrated through published works a special aptitude for historical investigation relating to the state of Texas may be elected by the Executive Council a "Fellow of the Texas State Historical Association." Their election shall be announced at the first annual meeting of the Association after their election. In any given year the number of Fellows elected, if any, shall be within the sole discretion of the Executive Council; however, at no time shall there be more than seventy-five (75) Fellows of the Association.
Amendment to Article V:
