LAGUNA HEIGHTS, TEXAS. Laguna Heights is a bayside community located on State Highway 100 about three miles west of Port Isabel in eastern Cameron County. State highway maps showed settlement along the Laguna Madre in the 1930s when several farms and one business establishment operated in the area. The first population statistics were available in 1960 when the census reported a population of 550. That figure consistently grew during the following decades from 700 in 1970 to 1,671 in 1990. The resident population consists primarily of Hispanic, lower-income families. In 2000 the population was 1,990. The community had several businesses including a restaurant, a grocery store, a marine sales and service company, and an automotive repair company. Laguna Heights is part of the Port Isabel Independent School District. Fishing and other recreational activities are popular in the area.
