MILLICAN, WILLIAM (?-?). William Millican (Milligan) was among the first Americans to settle in Jackson Municipality. He grew cotton and operated a gin house. On the night of July 17, 1835, locals gathered at Millican's gin for the Lavaca-Navidad meeting^qv to discuss grievances against the Mexican government. Millican served as a commissioner for organizing the militia in Jackson Municipality in December 1835. A William Milican married Cana Williams in Jackson County.
