James Ford Rhodes censures Davis for criticising Lincoln's suspension of the writ and then following the same policy himself a few days later. The criticism is misplaced, since Lincoln's proclamation was issued on his own responsibility, while Davis refused to act at all until Congress had given its sanction to the measure.
