The cabinet consisted of Toombs of Georgia, secretary of state; Walker of Alabama, secretary of war; Memminger of South Carolina (whom Davis chose somewhat reluctantly, as he preferred Barnwell), secretary of the treasury; Mallory of Florida, secretary of the navy; and Reagan of Texas, postmaster general. Benjamin, the attorney general, was soon afterwards given a seat in the cabinet and became Davis's right hand man.
