Thomas R. Hoxey, farmer, Confederate major of Bradford's–Mann’s Regiment, Texas Cavalry, the only son of Asa and Elizabeth Hoxey, was born in Washington County, Texas, in 1838. His father, Asa Hoxey, was a physician, planter, and soldier of the Republic of Texas.

On August 5, 1856, Thomas wed Lelia Clay in Washington County. From Kentucky, Lelia was the daughter of Tacitus and Arabella Clay. Thomas and Lelia had one daughter, Josey, and two boys, Asa and Tom. A farmer by trade, Thomas R. Hoxey was mustered into service in Houston on September 7, 1861, and was assigned to Company K of the Eighth Texas Cavalry Regiment (Terry's Texas Rangers) with the rank of private. By January of 1862 he was absent from service due to illness, and he was discharged in May of the same year.

In August of 1863 Hoxey, with the rank of major, was commissioned by Gen. John B. Magruder to raise a cavalry battalion. On July 25, 1864, per Special Order No. 207 of the Headquarters District of Texas, New Mexico, and Arizona, Hoxey's Battalion was consolidated with Bradford's Regiment Texas Cavalry, Mann's Battalion, and Capt. R. S. Poole's Company Texas Cavalry and designated Mann's Texas Cavalry. Hoxey and Mann's Regiment served in the defense of Galveston and Matagorda through early 1864 to the end of the war.

While serving in the Confederate Army in 1864 Major Hoxey contracted yellow fever. On September 17, 1864, he succumbed to his illness and died in Galveston.
