The State Preservation Board was established in 1983 to oversee the preservation, maintenance, and restoration of the Capitol and the Old Land Office Building. The board employed an architect to develop and implement a twenty-year master plan for the buildings and their contents. It reviewed the architect's annual work plan and budget, set policies regarding changes to the buildings and their grounds, and approved any transfers or loans of objects. In 1990 the board had fourteen full-time employees and more than $540,000 in appropriations. In the early 1990s the board oversaw the Capitol restoration project and the construction of an underground four-level extension on the north side of the building. It also completed a two-year restoration of the Old Land Office Building that turned it into the Capitol Visitors Center. In 2003 the board had 218 full-time employees. It was responsible for preserving the Texas Capitol, the Capitol Extension, the General Land Office, and other structures, and operated the Bob Bullock Texas State History Museum.
