The Texas Research League was founded in 1952 as an educational, nonprofit Texas corporation, with offices in Austin. The league, privately supported by businesses and individuals through annual contributions, maintains a permanent professional research staff that engages in nonpartisan research into the operations, programs, and problems of Texas state and local government. It undertakes studies only upon request from governmental sources, including the governor and the legislature. In the course of its duties the league in the past has studied a wide range of state and local governmental problems and policies, including state hospitals, welfare, insurance regulation, the Department of Public Safety, the Railroad Commission, problems concerning state taxation and water resource development, and problems of metropolitan government. The results of research efforts are returned to the agency requesting the research, and public reports are made with the consent of the agency involved. The league does not lobby. Its studies, financed from league funds exclusively, are performed without cost to the public agencies requesting them. Among the recent areas of inquiry are environmental regulation, public school education and finance, and state employment benefits. In addition to its other activities, the league also publishes Bench Marks for School District Budgets in Texas, the only available comparison of data from Texas's school districts, and the State Personnel Handbook, which compiles information from various official sources on government employee issues.
